There was talks about making this film after the badly depicted Disney version. Lets just say the Chinese did not like that version with the "little" talking dragon. Because there was so many changes in the scripts, directors, actors, and even production company, it came out after Red Cliff. FYI: Michelle Yeoh was once attatched to this project to star as Mulan... But you are right about one thing, since it got made after Red Cliff, they used that(Red Cliff) as a cookie cutter to mold this film. I am disappointed, but then again, this film is not geared towards you nor me, but audience in China, that is their main market.
